According to CCTV News, a number of new rules will take effect in September 2026, including rules holding operators responsible for AI “nonsense replies.” The specific rules are as follows:
The Decision of the State Council on Amending the Regulations on the Administration of Housing Provident Funds will take effect on September 20.
The threshold requiring rent to exceed a prescribed proportion of household wage income will no longer apply when withdrawing housing provident funds to pay rent;
New eligible circumstances for withdrawing housing provident funds include renovating self-occupied housing, paying property management fees for self-occupied housing, and other housing consumption circumstances approved by the State Council;
The loan review period will be shortened from 15 days to 10 days.
The People’s Bank of China and the State Administration for Market Regulation jointly issued an announcement clarifying that any entity or individual is prohibited from buying or selling renminbi, except in the following circumstances:
(1) Renminbi that the People’s Bank of China has announced will cease circulating may be bought and sold from the date it ceases circulating.
(2) Commemorative coins may be bought and sold.
(3) Other circumstances prescribed by the People’s Bank of China.
The announcement will take effect on September 1.
The State Council Provisions on Exit and Entry Administration will take effect on September 15.
In response to dangerous traps such as overseas telecommunications fraud and illegal employment, the Provisions require that the reason given by an individual applying to leave the country be genuine and lawful. Applicants must also cooperate with immigration authorities in verifying their identity and reason for travel. For those who provide false materials or make false statements, immigration authorities have the authority to decide not to issue exit-entry documents or to prohibit them from leaving the country.
China’s first national standard focusing on coordination between human and intelligent customer service, the Requirements for Human and Intelligent Customer Service Coordination in Customer Contact Services, will take effect on September 1.
Operators cannot simply refuse to honor commitments on the grounds that “AI responses do not represent the company’s position” or that “algorithm-generated content has no legal effect.” Companies are responsible for the replies provided by intelligent customer service.
The Administrative Measures for Online Marketing of Financial Products will formally take effect on September 30.
The Measures require that loan products may not use marketing phrases such as “low barriers,” “instant disbursement,” or “low interest rates.” Payment tools on payment institutions’ checkout pages must be displayed separately from loans and other financial products, and users must not be misled into confusing payment tools with loan products.
The Administrative Measures for the Development of Micro-Dramas will take effect on September 1.
The Measures stipulate that micro-dramas will be divided into Category I, Category II, and Category III according to investment amount, subject matter, and other factors. Filing, public disclosure, and distribution licensing systems will apply by category.
Micro-dramas may not contain 11 types of content, including endangering national security, distorting ethnic history, defaming China’s outstanding traditional culture, or infringing on the lawful rights and interests of minors. Micro-dramas generated or produced using artificial intelligence must display a clear notice in a prominent position in every episode.
The Administrative Provisions on Multichannel Distribution Services for Internet Information Content will take effect on September 1. They clarify that providers of multichannel distribution services for internet information content may not provide internet live-streaming publication services to minors under 16. To provide such services to minors aged 16 or older, they must verify the minor’s identity information and obtain the consent of the minor’s parents or other guardians.
Shanghai’s Notice on Further Expanding the Scope of Uses for Employees’ Basic Medical Insurance Individual Account Accumulated Balances from Previous Years will take effect on September 1.
The Notice clarifies that accumulated balances from previous years in employees’ basic medical insurance individual accounts may be used by the insured employee, or as family-pooling funds by family-pooling members, to pay their personal out-of-pocket medical expenses for outpatient and emergency treatment, hospitalization (including emergency observation), serious outpatient illnesses, and home hospital beds, as well as to purchase eligible medicines, medical devices, and consumable supplies at designated retail pharmacies.
The Guidelines for the Use of Green Packaging by Catering Takeout Merchants, issued by the Beijing Municipal Administration for Market Regulation, will take effect on September 1.
The Guidelines establish usage rules based on the soup content, temperature, and form of different foods. For example, paper bags should be used for foods with no surface sauce and an independent form; paper food containers should be used for foods that may deform or stick to the inner wall; high-temperature foods with a large amount of soup must use packaging with a specific sealing structure, with narrow sealing-edge wrapping film used only in small quantities when necessary; and nonwoven bags should not be used when insulation is not required.
The Good Housing Technical Standards issued by the Shanxi Provincial Department of Housing and Urban-Rural Development set corresponding requirements for the entire process of planning, design, construction, renovation, and operation and maintenance of good housing within Shanxi Province’s administrative region. The standards will take effect on September 1.
